Attorney

Haylee is a regulatory attorney whose practice focuses on energy and health care law while providing additional support to the firm’s environmental, municipal, and real estate teams. In her energy practice, she works with developers on utility-scale renewable energy projects, including state siting matters under Michigan Public Act 233. She also provides support to data centers, energy storage, and related power generation projects and assists clients in contested proceedings before the Michigan Public Service Commission (MPSC).

In her health care practice, Haylee assists physicians, physician groups, and other health care entities with a wide range of regulatory and compliance matters. Her experience includes counseling on the Corporate Practice of Medicine, federal Stark Law and Anti-Kickback Statute and their Michigan equivalents, HIPAA/HITECH privacy and security requirements, and CMS billing and coding rules. She also reviews physician and professional service agreements as well as management services organization (MSO) arrangements to ensure alignment with applicable fraud and abuse laws.

Haylee also counsels clients on extended producer responsibility (EPR) and product stewardship requirements, including packaging, paper products, and food packaging compliance across multiple state regimes. She works with food and beverage manufacturers, brand owners, and distributors on producer obligations, packaging standards, recyclability, and restrictions on PFAS and other chemicals of concern.

Her labeling practice includes California’s Proposition 65, where she evaluates warning obligations, responds to notices of violation, and negotiates resolutions with private enforcers, as well as California Assembly Bill 660 and its restrictions on food date labeling terminology. She also advises clients on how these state requirements interact with FDA food labeling and food contact substance regulation, helping clients maintain a consistent compliance approach across jurisdictions.
