Business and Health Care Attorney
Yvonne is a member of the Corporate Practice Team where she specializes in Health Care and Immigration Law. She is experienced in general corporate matters, including business formation and contract review and negotiations, and advises physicians, physician groups, hospitals, and a range of health care entities on mergers and acquisitions and day‑to‑day regulatory compliance. Her regulatory practice encompasses the federal Stark Law and Anti‑Kickback Statute and their state analogs, HIPAA/HITECH privacy and security, Medicare and Medicaid billing requirements, and CMS Conditions of Participation and Coverage. She regularly structures and reviews physician services agreements, professional services and management services (MSO) arrangements, call coverage, employment, and joint venture documentation to align with fraud and abuse safeguards, commercial reasonableness, and fair market value parameters, while mitigating corporate practice of medicine and fee‑splitting risks across multiple states.
Additionally, Yvonne counsels clients on payor contracting and reimbursement, including value‑based care models, incident‑to and split/shared billing, and telehealth coverage and remote patient monitoring. She advises on licensure, credentialing, change‑of‑ownership filings, certificate‑of‑need and facility approvals, and compliance program design, implementation, and effectiveness reviews. In transactions, Yvonne leads health care regulatory due diligence, with a particular focus on physician practice roll‑ups, ambulatory surgery centers, behavioral health, and pharmacy‑adjacent services.
Yvonne also specializes in employment and family-based immigration. She advises employers, families, and individuals navigating the full lifecycle of U.S. immigration matters, with technical expertise across nonimmigrant, immigrant, and naturalization processes. She develops immigration strategies tailored to corporate growth, talent mobility, and long-term workforce planning. For nonimmigrant applications, she leads filings across major employment categories, including H-1B specialty occupation visas (cap-subject and cap-exempt), L-1A/L-1B intracompany transferees, E-1/E-2 treaty traders and investors, O-1 individuals of extraordinary ability, and TN and E-3 professionals. Yvonne regularly addresses specialty occupation analyses and employer employee relationship structures, and coordinates prevailing wage, Labor Condition Application, and public access file compliance. For permanent residence applications, she advises on all employment-based immigrant visa categories, including EB-1A extraordinary ability, EB-1B outstanding professors and researchers, EB-1C multinational managers and executives, and EB-2 and EB-3 PERM labor certification cases.
Her family-based immigration practice includes immediate relative and preference category petitions, complex adjustment and consular processing cases, public charge considerations, and conditional residence removal. She advises on strategic sequencing for families navigating concurrent filings, international travel, and work authorization.
Yvonne partners with clients across industries including higher education, manufacturing, and food services, and also advises technology, life sciences, health care, finance, and creative sector clients on a variety of immigration issues. She leads immigration-related due diligence, including conducting Form I-9 audits, and counsels clients on immigration compliance.
