The Michigan Department of Community Health (MDCH) formed the committee in response to Gov. Rick Snyder's 2011 special Health and Wellness Message in which he called on the MDCH to perform a comprehensive review of the Michigan Public Health Code. Snyder tasked the MDCH and the newly appointed committee with conducting a systematic review of the code and submitting recommendations for regulatory changes.
"The health care environment has changed dramatically since the Public Health Code was enacted 35 years ago," said Burns. "This is an opportunity to better align the Code's requirements with the way in which health care services are delivered today, as well as in the future. The MDCH has selected an excellent committee of professionals, each with a unique perspective on how the Code affects public health in Michigan, and I am honored to serve as chair in this important endeavor."
Burns has consistently been an active member of Michigan's health care community. In addition to his practice which focuses almost exclusively on health care matters, he is a member of the Institutional Review Board for Mary Free Bed Rehabilitation Hospital and serves on Mercy Health Saint Mary's Emeritus Board. He formerly served as President of Michigan Society of Hospital Attorneys for many years and has also served on the Institutional Review Board at Mercy Health Saint Mary's.
